Intel last year announced plans for two Arizona fabs and has been actively pursuing fab expansion in other countries as part of its move to make chips under contract from other companies as well as chips on its own designs for sale to market.
In the face of RiscV and open source chip design tooling, this seems like a good move to leverage their manufacturing capabilities.
